I suggest the castration process happen in all 50 states after the 3rd conviction. They can opt for chemical or surgical castration; if they refuse to keep up with their chemical injections schedule, then a surgical castration should be enforced. To avoid violating the Criminal's human rights and ability to procreate, they will freeze their sperm before the castration process. But it's time to think of the human rights of the victims-they face years of therapy, some are so physically damaged that they lose the ability to have children, and there is the loss of normal sex lives and trust with any future partners.
