Clarify the Extemp rules!

The existing NCFCA rules do not clarify what sources can and cannot be used effectively.  There are no rules saying whether or not lists of compiled sources, TP briefs, etc. can or cannot be used. We need these rules to be clarified in time for Regional and National competitions so that students can compete knowing they are within the rules.
