Tell Governor Martinez this is Wrong For Women

A March 2012 proclamation signed by Martinez declared April as New Mexico's Sexual Assault Awareness Month.  But there are multiple questions to this proclamation. It does not address children who are the voiceless and are easily bullied. It addresses the adage "Forcable Rape " and a test to make sure it is a Legitimate Rape before they are allowed the services necessary. Also in the proclamation it is stated that the victim who now has to undergo this "test" must also track down the abuser and ask for child support. This is an appalling abuse of the system. Revictimizing the person again and again.

The Definition of Rape is the following:
“The penetration, no matter how slight, of the vagina or anus with any body part or object, or oral penetration by a sex organ of another person, without the consent of the victim.”

The revisions appear on a state website on page 7 of the proposed new regulations—Proposed revisions to Child Care Assistance Regulations (8.15.2 NMAC) page 7  https://www.newmexicokids.org/content/announcements/Docs/8.15.2_2012_proposed_revisions%283%29.pdf

(b)     the child was conceived as a result of incest or forcible rape

No matter how you disguise it, pretty it up with words Rape is still Rape. Non consensual sex.

Dear Governor,

We are asking for repeal or revision of the Proclamation and the ensuing legislature on the  Proposed revisions to Child Care Assistance Regulations (8.15.2 NMAC).

It does not give a voice to the children, and is cruel and unusual punishment on the women of New Mexico who have already been victimized. To require a woman to find her attacker, allows that attacker to brutalize the victim again and again. No test should be required to determine if a rape is legitimate or forcible. It's rape plain and simple and rhetoric, testing or whatever will never make it anything but ugly. The World is now watching, voters are now watching and above all Women are watching.
