Lets save all animals with a license to Save and Protect!

Many citizens in every country around the world, wants to save and protect wildlife. I propose a license to save animals and their homes. Why should hunters be the only people to have a license to kill and everyone else can't have a license to protect? Link is inlcuded, but, it is graphic.
Citizens all over wants to have our wildlife be protected, and not be killed every season. We have the right to save our wildlife, I propose a license to save our wildlife and pets, what could be done is that when someone purchases a wildlife saving license, they can purchase as many wild animals as they want, have them be marked down, such as a radio collar, that shows they are owned and protected. And if a hunter shoots at a protected animal they should be fined and be suspended from hunting either from that season or permanently depending on the crime they do.
This would also save dogs from being killed while being used to hunt wild animals, if not injured. And this would also allow our wild animals to start to regain through out the US and other counties. Those who wishes to save the animals can purchase their license a few months prior to a hunt season, such as January through August, that can be a saving season for animals and wild life.
Upon doing more research, I came across a very disgusting, cruel, demented and disturbing article on why there are so many trophy hunters kills for the sexual thrill. I will not stand idle while these people kill our wildlife for their own devious sexual thrills and kicks. We need these licenses to save our wildlife from people like this, also, I'd like to point out that the wildlife is for the public to enjoy not be killed constantly ranchers, hunters, farmers, and poachers.
Warning, the following link is not for anyone under the age of 18. Those with weak hearts or stomach please be cautioned, it will be hard to swallow, but that is what is being done to our wild life and will continue if we do nothing to stop it. Wolf killers admit it's all about the sadistic sexual thrill.
This needs to stop, these trophy hunters needs to stop killing wild animals. Down below is how I propose the license could be done.
The licenses will be as followed:
Level cards – 1 -3
The levels will indicate how many animals a person has adopted, or saved. For example:
A person with a level one card means, they saved between 1 – 7 animals.
A person with a level two card means they saved between 8-15 animals
A person with a level three card means they saved over 16 animals.
Color Indicator.
Orange- non threatened.
Red- Threatened
Green- Endangered
Blue- Critically endangered
purple- rare/ almost extinct
International: Upper case I, next to photo or lower corner.
For example, say, a person adopts a wolf pack, they would get a license that is a level one or level two green card. That person would also get a clean copy of the animal(s) he or she had saved. Marked with an official state stamp of approval along with the name of the animal(s) and the radio collar tracking number. From then, the said animals would be given a radio collar Or if a person wants to save a tiger, they would have a level one blue card, with an I, in the lower corner.
Now, to prevent fraud or letting an owner let his/ her animal(s) get shot at, a background check will be mandatory as well as checking to see if they have any association with any animal killing groups such as the Safari Club. They will also be tested to see if they can really keep a license to save said animal or if they're just doing it to gather up animals and just have them be shot or be tortured to death. If a hunter is responsible for the killing of a collared animal, they have 60 days to pay a fine. If payment is not made, or an alternative option is not made such as paying the fine in payments. The responsible party will face up for 5 years in prison.
In the case of a license holder selling or allowing his or her animals to be shot, the holder and hunter both will pay of fine of 10,000.00 Payment must be received in full within 6 months, or 3 years if paying in payments. If failed to meet this, both parties will be held responsible and will be given prison time for up to 10 years
