The Federal Government has an obligation to Act quickly and swiftly for all U.S. citizens who are in harms way from basic necessities, ex. water that has poisoned Americans because of local or state negligence, denial or ineptness. They should provide IMMEDIATE and SWIFT help and then hold those accountable in the court of law.
