To allow voting by Australian Budget on the Village of Essex Junction School Budget

All residents of the Village of Essex Junction should have the opportunity to vote on school and town budgets.  Having a town meeting format to vote by voice within a limited amount of time in the evening only limits that opportunity to vote by many due to work schedules, deployment and/or family obligations, thereby limiting a constitutional right.
