We the People of Belleville Ontario formally APPEAL the Election Results of October 27th, 2014 . We also formally request that your departments investigate the conducts and execution of the Election within our community. We cite the following issues in and around the Elections that were held in our community.

1. Violations under the Election Act for unfair practices.

2. Violations under the Election Act for improper procedures,

3. Violations under the Election Act pertaining to the Voters List.

4. Violations under the Election Act for violations pertaining to the assurance to the public that the voters list is accurate and credible.

5. Violations under the Election Act for offences of corrupt practices.

Furthermore, we the People of Belleville Ontario formally request and an in depth and thorough investigation of the conduct and structure of the members elected to Municipal Office on October 27th, 2014.

1. “Council within a Council”. Presently our community is being administered by a three member team including the newly elected Mayor and two Councillors. This team is supported solely by 2 additional Council members subsequently restricting the remaining members of Council in Public Decision making processes. The quorum for our community is 5 members. This “Council within a Council” is restricting the abilities of the remaining councillors to full fill their electoral obligations to the the Public by means of exclusion in the Decision Making Process of our City Hall.

Furthermore, this Council within a Council has been conducting in camera meetings , holding illegal telephone conversations with supportive councillors and deciding decision outcomes without due process and public insight. This “Mayors Implementation Team” has been violating the rules of law, the rules of the Municipal Act, in essence conducting themselves with what appears to be a “breach of trust” within our community.
