Stop backyard dog breeding

We need to put a stop to backyard dog breeding, we are over populated with dogs so many of them are in shelters or homeless or end up getting sick due to not having homes and being taken care of properly if we could stop the backyard breeders by requiring them to have a permit or license to be able to bread with a set number amount per year that they are able to breed, I believe this would help decrease some of the overpopulation of the dogs as well as cut down cost for the animal shelters and humane society and taxing the breeders for their profits to help maintain all the animal shelters.
