Remove "Starbase ARC" Map From Competitive Rotation

Many players in the Rocket League Community dislike this map and do not want to have their competitive ranking decided by their performance on it.

We, the Rocket League Community, request that Psyonix remove the Starbase ARC map from the competetive map pool.
