Stop Fining Foreigners for Unsubmitted TM30 Forms

The Goal. To relieve expats of the obligation to submit TM30 forms.

The Problem. Apart from hotels and other licensed guesthouses, all Thai landlords must submit a form TM30 to the immigration within 24 hours when a foreign national stay with them, even if this person is the spouse of the property owner. While this means all well and good for the benefit of the country, it can be a bit of the hassle. Because this was implemented recently, many landlords are not aware, and failure to report fined many foreigners. Moreover, this also extends to when the foreigner visits another Thai province for more than 24 hours. Many of them are just spending time with their families and it's hard to enjoy that vacation when you're worried about reporting to the immigration very soon.

The Solution. The government should give landlords who failed to comply with warnings first, and then find them on the next offense. Many landlords are still not accustomed to this, as some of them are just spouses or friends of foreign nationals and do not really operate guesthouses. Moreover, a mere visit to another province in Thailand should not require reporting to the immigration and foreigners should never be fined for failing to report because it is not their obligation.
