No More Hot Spells! No More Death by Heat Wave!

As the government's purpose for existence is to ensure the care and protection of the people, I hope they will take up these brilliant ideas for action during a heat wave crisis. Government should have a prepared emergency action plans, especially in the event of a heatwave. Government should consider the needs of its citizens and local businesses. A collaboration with local businesses will enable local governments to use business establishments to shelter local residents in business offices and shopping malls during a deathly heat wave. Accommodations and other relevant issues like food and refreshments can be agreed upon and supplied beforehand. Solar Power and other backup energy sources can be planned for to alleviate energy usage. Air Conditioning can be ensured and guaranteed. In addition: Government can work on building other alleviatig solutions such as Solar Powered Covered air conditioned public sidewalks with overhead cooling mist sprayers; measured intervals of refreshment stands and water fountains in every neighborhood.
The suggested ideas would be good for the public interest and sentiment. It will restore the relationship between the public and government as the expectations of the pubic are met.
This is a direct answer to the hot spells (deathly heat waves of 1990's Chicago; millennium heat waves of the south) that have plagued the country's Bill of Health Record, and should be turned into a working solution and implemented in test runs and during the actual crisis itself.
Stand up for Your Country. Don't let negative circumstances override the intelligence, earnest efforts, and moral conscience of the American people. Let's demonstrate how much we care about our country and our fellow citizens. Let's solve our problems by putting good solutions to work.

The Situation:
The problem with current solutions dispensed by major players in today’s world of politics and N.P.O.’s is that they are not able to keep up with the multiplying social, economic, and healthcare problems that manifest themselves currently in society. These problems are like a virus, they mutate and proliferate themselves in fractions of time. That is why many people silently agree that they are ineffective.
The Solution:
What is needed is a BOLD Holistic plan, (borrowing from the strategies utilized in sales like link selling and add-on selling ; and set within a limited short timeframe that accomplishes the goal of solving the world's problem. That is a big feat. It's like asking the President and all his men to invent the Universe.
The Pep Talk:
It can be done. Let’s limit problems and create short time frames to immediately eliminate problems. Let’s prolong good health and good times rather than create sporadic and uncertain times; opt for long periods of economic growth and wealth rather than shortened and dwarved anatomical growth and development. Let's pitch in when we can and together we can build strong communities through common sense sympathy and concern for others.
