Help Wilkes Barre, PA Cats!

    WILKES BARRE, PENNSYLVANIA ANIMAL CONTROL IS TRAPPING CATS DAILY AND TAKING THEM TO THE SHELTER.
    THEY ARE LEAVING NO ADDRESS TO RETURN THEM TO.

    EVERY CAT TRAPPED AND TAKEN TO THE SHELTER HAD ALREADY BEEN FIXED THROUGH A TRAP-NEUTER-RETURN (TNR) PROGRAM.

    HAPPY HEARTS AND TAILS ANIMAL RESCUE HAS BEEN HELPING THE STRAY AND FERAL CAT ISSUE IN WILKES BARRE THROUGH TNR AND ADOPTION.

    4 WEEKS AGO ANIMAL CONTROL OF WILKES BARRE WENT TO THE SHELTER AND TOLD THEM TO GIVE THEM LOCATIONS FOR THE TRAPPED CATS.

    LAST MONDAY ANIMAL CONTROL WENT IN AND SAID NO MORE ADDRESSES.

    THE ANIMAL CONTROL OFFICER THEN PRIVATELY TEXTED ANOTHER RESCUE AND AGREED THEY'D WORK TOGETHER.

    NOW THAT IS NOT HAPPENING.

    Happy Hearts and Tails along with other rescues and catetakers have worked so hard all over Luzerne County.
    We have met with Wilkes - Barre Council 3 times to date and once with some of the administration.

    Wilkes Barre was offered financial assistance with the cats.

    City Officials said they'd sit down with us early this week. They have NOT.

    Hanover Township
    Nanticoke
    Plains
    Pittston Twp.
    Jenkins ALL do TNR.

    They choose to humanely deal with their community cats.

    We have done TNR for years in WB.

    Animal.Control did TNR with two rescues last year.

    He gave us every cat he trapped and we TNR'D them and we put them back where he trapped them. He gave us the locations.

    He (the animal control officer) went to the administration trying to stop TNR on Friday, March 29th. 2019.

    The City of Wilkes Barre was offered a proposal, for us to assist in solving their cat issue.

    The city does not have an ordinance on cats.

    The state does NOT have a law on TNR.

    There are NO laws stating TNR can't be done.

    Game Commission can't do anything because they only deal with wild animals and cats are BY LAW considered Domestic Animals.

    Dog Warden enforces DOG law.

    Animal Control in WB is now claiming TNR is not legal.

    Any organization who does TNR knows this is untrue.

    On Monday Animal Control took trapped cats to the SPCA with no address to return them to.
    This means those cats will be euthanized.

    Animal Control said the Mayor, Tony George told him to do this.

    So the Mayor basically signed these cats death certificate.

    AC is trapping cats daily.

    We tried to work with this city administration.

    Instead of working on a solution, which we offered to continue to do TNR as volunteers and WE continue to pay until the city decides whether or not they will accept the contract offered by NNN, No No Nonsense Neutering.

    The Mayor ordered this inhumane solution. Trap and KILL.

    Certainly not a humane way to deal with these cats. The shelter has worked with us with trapped cats in the past.

    There is NO reason for this change.

    Two ear tipped cats were taken to the SPCA this week.
    THESE ARE ALREADY TNR'D CATS. FIXED, EAR TIPPED AND RABIES VACCINATED.

    -Now, 4 cats sit in the shelter with nowhere to go.
    ******They could be nursing mom's in these traps with new babies out there now left to die without their mother. (It's kitten season )

    ******They could be someone's pet.

    ******TWO ear tipped that someone already trapped, fixed and rabies vaccinated.

    THIS IS ABSOLUTELY HORRIFYING AND UNACCEPTABLE ESPECIALLY WHEN THEY HAD A HUMANE SOLUTION.

    Any trapped cats that can't be returned to their territory will be euthanized. Healthy cats. Dead.

    This Mayor had an opportunity to allow us to continue to do TNR throughout the city, as we have done for years.

    Their two previous Animal Control officers NEVER did this to these cats. We've never had any problems with them.

    Cats are NOT wild animals they're Domestic Animals by PA STATE LAW. THEY ARE PROTECTED. THIS IS NOT LEGAL
    They ARE protected under Libres Law.

    Caretakers have a Duty to Care. Thats the law. Now, we believe AC may be on the fine line of animal cruelty by citing people who feed, telling them to stop and removing shelters. There is NO ordinance or law in Wilkes Barre banning the feeding of feral cats.

    City Residents came to council and told them how they were harassed by AC and it fell on deaf ears.

    The SPCA'S euthanasia rates dropped significantly because two rescues pulled every trapped cat that came in and we TNR'D them.

    AC officers are supposed to care about the well being of domestic animals. Then to have the Mayor just go along with such a thing is upsetting and sickening. It's inhumane.

    PLEASE CALL THESE ELECTED OFFICIALS AND TELL THEM TO STOP TRAP AND KILL AND GO WITH TNR. KILLING HEALTHY CATS IS NOT ACCEPTABLE.

    IF YOU HAVE A CAT YOU LET OUTSIDE IT CAN BE TRAPPED BY ANIMAL CONTROL AND IF IT IS YOU WON'T SEE YOUR CAT AGAIN. THEY DON'T HOLD TRAPPED CATS AT THE SHELTER.
    BABIES WILL BE LEFT TO FREEZE, STARVE AND DIE IF THEIR MOMS ARE TRAPPED.

    We need every single person to call:

    TELL THEM TO GO WITH TNR.

    WE ARE WILLING TO DO IT. THIS IS THE HUMANE APPROACH. WE ARE VOLUNTEERS THAT ARE WILLING TO CONTINUE TO HELP THESE CATS.

    Law below. We belive AC is committing cruelty to animals. Cats are protected.
    AC removes their shelters, fines people for feeding them, telling them they can't. That's cruelty. They're Domestic Animals PA State Law.
