Inmates and physical contact with family

Bradley my husband is incarcerated in Alabama. As inmates They've earned the right to have contact visits with their families and loved ones currently Alabama are stating that you can not even hold hands on the table if you're caught doing so they will rip you from the vistation yard. Now I don't see the issue with holding hands on top of the table in plain sight. There is a little girl I see at that vistation yard every visit to see her daddy and she can't touch him or hold his hand this little girl must be about 4 or 5 and all she wants is to hold her daddies hand. Never mind why these inmates are in there.... families are the innocent party so please help us change this rule for children like I mentioned in this. Don't think it's their fault they're in there I understand 99% that's a true statement to make towards but the children and mum's and dad's and wives and sisters didn't commit the crime so please help us to make this change.
