Urban Agriculture for Rector

Urban Agriculture is the new way of America.  It has become a huge part in small towns all around us. It is because of this new way of living that our youth in the community have become increasingly involved with farming, gardening, and raising/showing animals. These same youth are aslo very involved in volunteering and giving back to our community with their time and hard work. They are dedicated to the beauty and growth of Rector.  It's our responsibility to give them the chance to succeed and stand with them, not against them. There are way too many youth in Rector that do not have the ability to travel outside of the city limits to house and care for their animals. Our FFA and 4H programs are growing at an impressive rate and our city should grow with them. After all they are the future of Rector Arkansas! 

I propose that within reason we allow our citizens/youth to raise, and care for their small livestock inside city limits with the following stipulations:

*A permit be required to have such animals inside city limits
*You must be a homeowner or have permission from homeowner to house animal on property.
*No free range/loose animals allowed.
*Proper housing, pens, and fencing be maintained and pens be cleaned regularly.
*Fines be put in place for improper care and loose animals.
*No swine!
