5.27.602 Non compliant complaint

Renters are not compliant to code 5.27.602, causing sleepless nights for working residents. We have contacted landlord, but nothing has been done. The landlords only solution to reprimand the situation is to call Clovis police. We have spoken to numerous neighbors , all agree to petition them out of the community. What we want to happen now is remove the tenants from the community for better peace and quit.
