VOTE NO to SC Bills H3429 and S194

SC Bills H3429 and S194 are bad for the people of South Carolina and devastating for the pets in shelters across our state. 

SC Bills H3492 and S194 initiated by the South Carolina Association of Veterinarians, simply put, will be directly responsible for unprecedented mass euthanasia of companion pets in the State of South Carolina. In a State that already struggles with some of the highest euthanasia rates for shelter animals in the country, this bill will mean certain death caused by the very professionals who swore an oath of protection for animals and it is all in the name of greed.

If either bill becomes law, municipal shelters across this state will be forced to euthanize all of the animals in their care as opposed to providing adoptions to the public. They simply will not be able to shoulder the undue burdens required by this law. Or at least, the municipalities will not be able to provide the resources needed to comply without significantly taxing their citizenry (not a popular undertaking in our current economy).
In addition, the bills effectively stand to reverse the good work of spay/neuter shelters across the state by limiting services strictly to low income households (which SCAV would like defined as households making less than 80% of median income for the county in which they live). In communities where we are finally starting to see a decline in shelter intake due to long term spay/neuter projects this bill guarantees that that trend will go out the window. So, not only will the veterinarians who drafted this bill be responsible for the wholesale slaughter of animals in municipal shelters they will be directly responsible for increasing animal overpopulation and subsequently shelter intake by significantly limiting the ability of spay and neuter clinics to address the root of the problem.
Currently House bill 3492 is in committee and the first subcommittee meeting is this Wednesday, March 6th at 9:00am in Room 410 of the Blatt Building. It is open to the public.

Senate Bill 194 has been sent to committee but as of yet no date for a meeting of the subcommittee has been set.
