Revising the Law for Adequate Living Environments for Animals in Rhode Island

For the past few years, many strong animal rights advocates have been trying to pass a law that would require animal and pet owners to be legally responsible for the provision of adequate living conditions for their pets. So far, however, nothing has been accomplished. I am writing to you in support of this cause and hope that you will be instrumental in the passage of this law for the well being of the animals. Under the current laws in Rhode Island, owners are legally able to house their pets in unsuitable environments where they are surrounded by their own feces, garbage, and other debris that is harmful to their health and safety.

Please join me in support of the following revision as to what constitutes a suitable living environment:

“Adequate Living Conditions means a sanitary environment which is dry and free of accumulated feces and free of debris and garbage that may clutter the environment, pose a danger or entangle the animal. The environment in which the animal is kept must be of sufficient size as not to inhibit comfortable rest, normal posture or range of movement, and suitable to maintain the animal in a good state of health and comfort.”
