Ban 'Designer puppies' and only allow pedigree breeders 2 litters a year under license -UK

The new 'Designer Puppy' title allows people to mix breeds with no consideration of health and well being. This allows them to sell crossbred dogs at high prices and add to the UKs already over population of dogs. Licensed breeders should not be allowed to breed more than 2 litters per year per bitch plus only hold at the most 4 breeding bitches.
