TELL THE MAYOR OF DEVIN - CVETALIN PENKOV: STOP PLAYING GOD WITH PEOPLE'S LIVES!

You may well remember how in 2013 the disabled dog Borko, saved and raised by d-r Litov as his own child, was savagely beaten in his own home by an Anti-Stray Lynch Mob, incited and filmed by the Bulgarian Media as part of their declared "War on Strays" campaign. The Municipality of Devin and the Mayor himself - Cvetalin Penkov, shamelessly condoned the Lynch Mob mentality of the protesters and the TV7 Film crew, glorifying themselves on national Television. On the 12th of March 2013, after Borko was beaten, the doctor's surgery was violated by municipal officials, supported by police escort. They rushed in, creating havoc, kicking and banging on the doors, shouting abuse and threatening the doctor. When Borko's little room was stormed by the brutes, he wet himself from fear and shock. Days later d-r Litov was served an eviction order, giving him and Borko 30 days to vacate the premises. While this disgusting behavior, unbecoming government officials, remained unpunished, it caused international uproar. Over 100 000 people from all over the world signed two petitions in support of Borko and his daddy. A British team of celebrities including the famous actress Lorraine Chase, TV presenter Wendy Turner Webster, and representatives of British animal welfare charities went on a rescue mission to Bulgaria to save the day. And they did. Humiliated by the international outcry, the Bulgarian government hushed up, while the Smolyan administrative Court quashed the eviction.

We thought we had seen it all - the threats, the humiliation, the harassment, the senseless violence. We were wrong!

On the 16th of June 2015 the Mayor of Devin - Cvetalin Penkov, rubbed salt into the wound by serving d-r Litov yet AGAIN with eviction papers. Only 15 days were given to him and Borko to leave the premises. This unprecedented act of institutional persecution will not only affect the livelihood of d-r Litov, but will also deprive several hundred people, his patients, from medical help, as d-r Litov's surgery is the only surgery in the area. We can not let this happen. Every single time a rogue government official, like the Mayor of Devin, abuse their power, we must all raise our voices. It is the only way to protect both citizens and their animal companions. Things won't change in this Godforsaken country, unless the outcry is international and sustained.

Dear Sir, We, the undersigned, are shocked, dismayed and appalled by how d-r Litov has been harassed by the unscrupulous mayor of Smolyan – Cvetalin Penkov, who served him twice with eviction papers in just two years. We believe those shameful actions of a Bulgarian Mayor to be an effort to punish d-r Litov only for being a responsible, compassionate, caring human being. D-r Litov did not hurt, injure, or kill anyone or anything, and yet he has been treated like a criminal. His only “crime” was to save, nurse and care for a few strays in the village, which was a responsibility of the local government on a first place. When a rogue Mayor and a few corrupt municipal officials join together to relentlessly persecute one of the few remaining doctors in Bulgaria, it is likely not just a problem with a few “rotten apples”, but with the culture of the Bulgarian institutions. It is up to you to help no one in Bulgaria is abused at the hands of the local municipal authorities like this again. We, the undersigned, demand the immediate suspension of the latest eviction order, served to the doctor.

In a twisted, sinister turn of events, the Mayor of Devin handed a NEW Municipal order to d-r Litov, giving him only 6 days to remove his rescued animal companions from his home. Darling Borko and his family are threatened with seizure by force and execution in one of the notorious Bulgarian death camps. We can not allow this North Korean style execution to happen.

Yesterday d-r Litov's attorney informed us that the Smolyan Administrative Court suspended the preliminary execution of the eviction order. We are pleased to announce that the Court ruled in favor of d-r Litov. He is to stay and work in his surgery, until the Court's final ruling on the case.

We have just found out that the Mayor of Devin is a convicted criminal, sentenced by the Sofia Regional Court in 2013 for domestic violence, supported by the Bulgarian socialist party. Well done Bulgaria!
