Don't be fooled by this proposition! As the LA Times wrote in explaining why you should vote NO on this- "Prop 29 is a call to spend cigarette tax money, which should go to vital needs like healthcare & disease prevention, on a whole new career research project, ill-suited for state oversight. The problem is NOT new taxes on cigarettes, which would be just fine, but the creation of a state cancer-research infrastructure at a time when California's basic needs are going unmet!"
