Ban the putting of flowers wrapped in plastic on graves and other memorials

Short of banning the use of plastic wrapping on flowers there needs to be some control over the putting of plastic wrapped flowers on graves and other memorials eg car crash sites etc, where the plastic wrappers are left to pollute and litter the surrounding countryside. I would like to see two things, 1. A ban on selling flowers wrapped in plastic and 2. A ban on anyone leaving plastic wrapped flowers at memorial type sites.
