How to expect suicide to end, when your left behind

My name is Shari Fernandez and I would like for my son's story to be heard.
My son Tristan Sifuentes was 20 years old, the boyfriend of Mariyah "MJ" Reyes, after her suicide my son got bullied a lot by everyone from students, adults and preachers. I'll always remember the stories of how he took so much from everyone, that some were surprised he hadn't taken his own life sooner then what he did. One story that stands out in my head over all of them is how several preachers were all having a conversation about Tristan's suicide saying that he got what he deserved, it makes me sick to my stomach knowing that these men of God would praise what my son did. My son became depressed and everyone who knew MJ knew what and how my son was feeling, it was know surprise to anyone. On April 5th my son went to his dads house and shared with his step-mother that he was having suicidal thoughts about wanting to take his own life. The DCPD and EMT were called out for a suicidal welfare check, why he wasn't taken for a 72 hour hold is still my question that I can't seem to get a answer for, but I was given the following information on the dates provided.
April 5th, Tristan had a suicide/welfare check done on him.
Nothing was done.
April 8th, Tristan committed suicide Had he been taken in, he would've still been on the 72 hr hold.April 11th, Picked up 1st copy of report taken from the day of his suicide
June 21st, While Detective Robbins is showing me pictures from the scene of suicide, I asked if I can have a copy of the report from the suicidal/welfare check done on April 5th, I was told to call back in couple weeks so that he could see what officers were called out to do the welfare check and why Tristan wasn't taken in and was given 2nd copy of report from April 8th.
Aug. 2nd, I called the DCPD to see if the report from April 5th was available so that I can get a copy of it. I was told that due to the nature of the incident that they would first have to contact the supervising officer to see if I'm able to have a copy and that they would return my call with an answer. They returned my call and I was told that it would be ready for me to pick up.
Aug. 5th, Being that I live in garden City and hardly go to Dodge City, I sent a close friend of mine Lacie Gomez to pick up the report for me. When she arrived she asked for the April 5th report and was told there was never a report taken on that date and was given the 3rd copy from April 8th which had the following paragraph removed that was on the first 2 copies I'd already had. " The victim has depression and abuses substances such had alcohol and marijuana. Cameron said the victim felt guilty for the recent death of his girlfriend.( Mariyah Reyes DOB; 10/15/1999). The victim would not seek mental health assistance and always talked about suicide. Officers responded to a welfare check for the victim on 04/05/2018 due to him making suicidal comments. Suicide notes were discovered at the scene." Also removed was Tristan's DOB, DL number, and Cameron and Kathy's . Aug. 17th, Called the DCPD yet again about the report April 5th and this time I was told that never made a report because they never made contact with him. If there was know contact made then how did the statement of not wanting mental health assistance come about and why was it removed from the 3rd copy of April 5th? For Dodge City to have all the resources including the coalition,which in my eyes it's not saving lives. I feel my son could have and should have been taken in, or is it a pick and choose who they want to help at the time? With all the activities that they have planned for " Suicide Prevention" week and fundraising for the money to go to the coalition, why not use that money to send the officers, teachers, and board of the coalition to seminars that are available on the regular to educate them further with these issues because it's obvious that the system there working with now is not working. How many more suicides have to take place before people realize that yes they need more education with this issue? Having a 5k run isn't bringing awareness, it's just raising funds for the coalition to have further activities that are of know use. Our children obviously need more education on the topic of suicide so why isn't it being provided? I'm hoping that with this information provided it will begin to open eyes and have the people of Dodge City see that they have a real issue on there hands that needs to be taken care of before we loose more of our children.

I want answers to my questions but most of all I want justice.
