Make all politicians have only 2 terms in office

Congress and house of Representatives do not have a set term. In order to fix our country effectively they need a 2 term just like the president . This means if they spend 1 term as congressman and 1 has house of Representatives that's 2 term period. We need 2/3 of every state to get put so we the people can vote on this because it will never happen any other way.
