Dog Registration Fee's in Gibbons AB

I recently registered my dogs within the town of Gibbons. I have 2 female labs, both of them are not fixed. My one dog was only 11 weeks old when I had to pay $300.00 to register her. My first concern is that my young female is not old enough to even be fixed at this point, and yet I had to pay the full price, which is extremely high. I think that there should be a grace period until they are 6 months of age. Now that I have paid $600.oo to register my dogs, I don’t have the money to fix them right away. I also feel like I am being forced into fixing them, just to afford the costs of living in Gibbons. My second concern is that the town doesn’t ask for proof that your animal is fixed. I could’ve lied, and it wouldn’t have been questioned, but I didn’t, I am an honest person, and I don’t think this is fair. Residents should have to require proof to register your animal, especially if your going to discriminate against an un-fixed dog, and keep these ridiculous fees. I was told by the ladies at the town office, that the reason being for the price increase, is that a dog that isn’t fixed is more likely to run at large. I think it would make more sense that you would just fine the people, who’s dog is at large. I’m paying the consequences for irresponsible dog owners. I also think that if your seeing a lot of dogs at large, it’s saying we need a fenced in, off leash dog park, where the residents of Gibbons can excercise their dogs, conveniently and in our own town. There is many things the council needs to discuss on the topic of registering animals, such as life time registrations, hobby breeders licence, Free registration for the first 6 months. I have also listed the costs of dog registration in other surrounding communities. It will also show you that Gibbons has the highest fee’s for unfixed dogs. I hope that these issues can be discussed amongst the council, and come up with something a little more affordable. I hope we can raise some awareness and have the dog registration fees for unaltered dogs in Gibbons. I have sent this letter to the town about a month ago, and I have had zero response. I'm hoping this will help move things along.
