Petition to Stop the Proposed By-law #46-2011 from becoming Law!

The Town of Hawkesbury, is proposing a new By-law #46-2011 which they want to impose a $200 - $300 fine on anyone feeding homeless/feral cats even on our own property! The Town's Homeless/Feral cats should not be considered as "wildlife" because they are the result of abandonment and neglect due to irresponsible pet owners! This is not a solution to the abandoned and neglected homeless cat problem and will only increase the risk of illness and disease while forcing cats to die from a slow and painful death due to starvation! This is an act of cruelty and must be stopped before it becomes law!  Your signature will also help show your support for the (TSNR) Trap, Spay/Neuter & Release program already established in our community and is the only humane solution to controlling the cat population in Hawkesbury!
We, the undersigned, are concerned people who urge Town Council Members to act now to Stop the Proposed By-law #46-2011 from becoming Law!  This is an act of CRUELTY and it is INHUMANE!!!
Mr. Mayor, members of Council,
We the undersigned oppose your new proposed Hawkesbury, Ontario By-law #46-2011 concerning the feeding of wild animals in which you are including "homeless/feral cats" and certain birds as it is considered cruel and inhumane.  Fining people $200 to $300.00 for choosing to feed homeless/feral cats is totally unacceptable. These cats have been abandoned by their irresponsible owners and are now forced to live on the streets in unfamiliar surroundings with no shelter and no food and they certainly do not deserve to be neglected and abused by society when there are those who are willing to provide them with food and warm shelter. What you are asking the people to do is "wrong and illegal". You are asking the people to commit a crime by not feeding these helpless, homeless and starving cats. We the people will not be part of this act which is an act of Cruelty and Inhumanity!  What we seriously need in this Town is more compassion to all living beings!!! Ontario Society for the Prevention of Cruelty to Animals Act Conflict with municipal by-laws

21.  In the event of a conflict between a provision of this Act or of a regulation made under this Act and of a municipal by-law pertaining to the welfare of or the prevention of cruelty to animals, the provision that affords the greater protection to animals shall prevail.
