Maximum punishment for individual that stuffed Picasso in a five gallon paint bucket

Upon discovering this Chihuahua stuffed in a paint bucket like garbage, a good samaritan quickly notifies animal control officers in Pomona CA. It's been determined the pup was shut inside for nearly 18 hours. If it wasn't for the good samaritan that pried open the bucket with a pry bar the dog could have easily asphyxiated, because soon as Picasso was released from his confinement he defecated all over himself.
