A Limited Rezoning of a Portion of the Westwood Tract

WHEREAS, the undersigned are neighbors of Union Presbyterian Seminary and signed the Correct the Zoning Petition asking the Board of Trustees to take action to correct the zoning errors on the property UPS owns (the "Correct the Zoning Petition").

WHEREAS, the undersigned also are aware that UPS is seeking creative alternatives to traditional student housing and that UPS had hoped to add an apartment building on the Westwood Tract that would be allowed to offer any extra apartments not used by the students as rental apartments available to the general public.

WHEREAS, the undersigned wants to show support for UPS regarding such an apartment/student housing complex and for a well-designed, properly scaled use of the UPS property that is compatible with the density, aesthetics and activity of the neighborhood.

WHEREAS, if UPS seeks and receives the zoning correction outlined in the Correct the Zoning Petition then the undersigned commits that they will support UPS in seeking the right to build a scaled back apartment project on the Westwood Tract if it:

(i) Is 50 units or less;
(ii) If possible reuses the Rice Apartment building, or if new buildings are necessary, they cover no more area than the area now covered by Advance and the Rice Apartments;
(iii) The design is compatible with the neighborhood in design, scale, landscaping and traffic flow;
(iv) The project has a traffic plan that adequately addresses the safety of the Veritas student traffic;
(v) The project has a storm water plan reasonably addressing the issues created by the project and the realities of the storm water issues of the area;
(vi) The rezoning, or special use permit, allows only the project as designed and built, this modifying the land use rights of only a sub parcel that is the foot print of the project only, with no additions permitted without further neighborhood approval;

(vii) the project reflects appropriate stewardship of the historical elements of the property.
