Decrease LADWP Sanitation Fee Rates

The LADWP has the same fixed residential sanitation fees for everybody, regardless of their income, the size of their property, and the amount of and frequency of refuse removal by the city. Also the City of LA gets income from selling the recyclables it gathers from residents. This income should be applied to reduce the sanitation fees as well as the other criteria listed above.
