HELP MAKE IT LEGAL FOR HORSES TO HAVE SHELTER

I am extremely uncomfortable and upset at some Horses being without shelter. It is very distressing, selfish and cruel. I want to make it LEGAL for ALL Horses to be provided with shelter. When I take some Horses some Carrots + Apples, it is very distressing that they are out all night, in rain, wind and cold,as the local council told them to take their shelter down. I want to change this, + make this ILLEGAL. Please help provide ALL Horses shelter, and treat them how YOU would like to be treat.
