We are asking you to please charge Karen Sussman, President of International Society for the Protection of Mustangs and Burros, with willful animal neglect resulting is tremendous suffering and the death of some of more than 800 horses in an out of control breeding/hoarding situation. This is not a new problem. ISPMB itself has claimed lack of funds and need to downsize for years, yet they continue to breed. Their own website has web pages regarding the need to report animal abusers and to curtail breeding of horses. Many of us are very concerned that no charges have been filed. In our opinion, if allowed to keep any horses, this person will just continue on with breeding and neglect. This is animal abuse and must be addressed.

To Steven Aberle, South Dakota State's Attorney Cheryl Laurenz-Bogue, South Dakota State's Attorney and Marty Jackley, South Dakota Attorney General.

We are asking you to please charge Karen Sussman, President of International Society for the Protection of Mustangs and Burros, with willful animal neglect resulting is tremendous suffering and the death of some of more than 800 horses in an out of control breeding/hoarding situation. Presently, the people of South Dakota are supporting these starved animals as the counties involved have taken over feeding and may take full custody of the remaining animals. The locals have referred to the premises as "the starving horse farm" for 10 years. Inbreeding and lack of proper care and nutrition has resulted in death from starvation, neglected and deformed hooves and an unusually high incidence of blindness. The horses have not been dewormed, they have not had salt or minerals, they have no shelter. There are a few barns, but witnesses say the horses are not allowed into the barns. If one researches, they will discover articles and blogs going back to 2007 which claim neglect. In 2013, 50 foals froze to death in a storm because they had no chance to seek shelter. Thank you.
