Paying college athletes

Today, some of our most famous people are division 1 college athletes. But they are not paid because they are known as amature athletes. But that should not be how it is. Some of these athletes are making their university tons of money, but never see a dime of it. Imagine working your tail off every day, going to classes, and doing homework just to maybe see your work pay off one day.
One problem of paying athletes has always been, what is a fair way to pay them? One possible solution could be, setting up a salary cap for each team and a salary limit for each player. But each team will only be allowed to spend the money that their program brings in so they can pay the athletes. For example, if the University of Florida football team brings in $23 million that season, they can only use a certain amount of the $23 million.
