Incorporation in the Law for the benefit of animals:

     1. National no kill sterilization strategies, because it is the only moral, economically justified way, and in the unison with all current laws and the Constitution, the way of putting under control the pyramid of reproduction of dogs/cats and the number of population of these animals, without killing  by false name  euthanasia .

     2. Suppression (prohibition, banning) of keeping wild animals of all kind in captivity, as well as their torturing and killing for fun, which is called HUNT, CIRCUS, ZOO, because in the third millennium this manner is not the kind of sport, education, fun, science, but the way of disturbing the natural chain of food and the harmony which Nature by itself creates as the perfect creator, whose creation is Homo sapiens as well, and not the competent active creator.

     3. Suppression (prohibition, banning) of existence of armed civilian groups which destroy fauna, without objective possibility of surveillance (and they are also danger for humans too)-which is the benefit of all residents of the Earth; and which make damage in the human society also, in this case in Serbia, directly or indirectly, for the cause of personal interest. Weapons can be owned only by police and the military of the state, and by on all legal ways checked individuals, but only for the purpose of protection of personal integrity, and they have to prove that it is endangered.

     4. Suppression (prohibition, banning) of the breeding of the fur-animals for the sake of taking their fur - because it is unnecessary brutality towards these animals, in the third millennium, when the technology of production of cloth is developed, and because humans have also their own skin, which covers their body, so it is not necessary and its harmful to cover their body with the double fur-cover.

     5. Suppression (prohibition, banning) of religious ritual slaughtering of animals - from the same reason that is forbidden to ritually slaughter humans, considering that cruelty towards living beings IN NOT the foundation of any religion, but false explanation for criminal acts of villainous minds who misuse religion in this way, abuse it, to satisfy their own psychopathic motives.

     6. Suppression (prohibition, banning) of experiments over animals - because science has proved that the conclusions of experiments on animals CANT be applied to Homo sapiens, and because it is not necessary to provoke pathological condition to find the solution for the problems that same animals have, so it is completely unnecessary sufferings and deaths of enormous number of healthy animals caused by this nonsensical experiments, as well as the tossing away large amounts of public money which is used to finance false scientists and their unnecessary "works"; and education which leads to conclusion of uselessness of the results of these experiments over animals can be carried out with the use of CD, DVD and written literature, because Homo sapiens in on the level of consciousness on which he has the ability of imaginative occlusions from the age of 5; the quality of human consciousness arise during the growth of the person, so the victims and the expenses in this case are not needed. Same money should be used in financing real science, so that the real problems with the physiological and patofiziological functions of the Homo sapiens could be solved.

Inkorporacija u Zakon o dobrobiti zivotinja:

1. Nacionalne no kill sterilizacija strategije , jer je taj nacin jedini  moralan , ekonomski opravdan ,  u skladu sa  svim vazecim zakonima  i Ustavom , nacin za stavljanje pod kontrolu piramide reprodukcije pasa/macaka I time brojnosti populacije ovih zivotinja, bez ubijanja  pod laznim nazivom  eutanazija .

1. Zabrana  drzanja divljih zivotinja  svih vrsta u zarobljenistvu  kao I njihovog mucenja I ubijanja iz zabave koja se zove LOV ,  CIRKUSI, ZOO , jer  ovaj nacin u trecem  milenijumu NIJE  nacin  sporta ,edukacije, zabave , nauke, vec nacin narusavanja prirodnog lanca ishrane   I harmonije koju  sama priroda  stvara  kao savrsen graditelj , ciji objekat je I Homo sapiens ,a ne i kompetentan aktivni kreator .

1. Zabrana postojanja naoruzanih civilnih grupa koje unistavaju faunu,bez objektivne mogucnosti nadzora (a opasnost su I za ljude) -koja je  dobro  svih stanovnika Zemlje ,I  koji prave stete i u ljudskoj zajednici, u ovom slucaju u Srbiji , direktno ili indirektno, a  radi personalnih  interesa . Oruzje  mogu posedovati samo policija I vojska jedne drzave, I  na sve legalne nacine provereni pojedinci  , ali samo radi zastite licnog integriteta ,ciju ugrozenost  su duzni dokazati . Tacku tri  incorporirati u odgovarajuci Zakon o posedovanju, nosenju I upotrebi oruzja

1. Zabrana uzgoja krznasica  radi  njihovog deranja  radi   krzna  jer  se radi o nepotrebnoj surovosti prema ovim zivotinjama, u trecem milenijumu, kada je tehnologija  proizvodnje  odevnih materijala razvijena   I jer covek vec poseduje  sopstvenu kozu  koja mu pokriva telo, te je nepotrebno I stetno da svoje telo pokriva  duplim koznim prekrivacem.

Zabrana religioznog ritualnog klanja zivotinja- iz istog razloga zbog kojeg je  zabranjeno I religiozno ritualno klanje ljudi , s obzirom da surovost prema  zivim bicima NIJE temelj ni jedne religije, nego JE lazno obrazlozenje za sopstvene zlocinacke postupke izopacenih umova koji  religiju  time kaljaju I zloupotrebljavaju,  radi zadovoljavanja  licnih psihopatskih motiva.

Zabrana  eksperimenata na zivotinjama -  jer je nauka dokazala da  se zakljucci eksperimenata na zivotinjama NE mogu  primenjivati na  Homo sapiensa  , I jer je nepotrebno  izazivati patolosko stanje radi  eksperimenata  u iznalazenju  njegovog resavanja  kod samih zivotinja , te su potpuno nepotrebne patnje i smrti  ogromnog broja  zdravih zivotinja  izazvane ovim besmislenim  nekorisnim eksperimentima ,kao i  razbacivanje ogromne kolicine  javnog novca, kojim  se finansiraju  lazni naucnici i  njihovi nenaucni  nepotrebni , a edukacija  ,kojom se  stice zakljucak o neupotrebljivosti rezultata eksperimenata na zivotinjama , moze se   sprovoditi upotrebom CD , DVD  i pisane literature ,  jer je Homo sapiens  na  nivou evolucije svesti  na kojem ima sposobnost imaginarnog zakljucivanja , od 5-gosidnjeg uzrasta ? jedinki Homo sapiensa, ciji kvalitet raste  tokom rasta jedinke,  stoga su :  I zrtve, I troskovi u ovom slucaju nepotrebni.Istim  novcem  potrebno je finansirati  pravu nauku  kako bi se eliminisali realni problemi koji  opterecuju   fiziololoske I patofizioloske funkcije vrste Homo sapiens, slagati time  pravi , umesto laznog mozaika .

 NE DOZVOLJAVAMO DA GRADSKA CISTOCA NASTAVI DA SE BRINE O PSIMA I MACKAMA JER JEDNOM UBICE MOGU SAMO DA OSTANU UBICE.

  Prvi put udruzena cela Srbija u Glas zivotinja, od Lokalnih samouprava  zahteva da prestane sa ubijanjem zivotinja, kako po kafilerijama, tako i u lovu, verskim klanjima i za eksperimente.

ZAHTEVAMO od Predesdnika Republike Borisa Tadica, da zavede red u Veterinarsko, Inspektorsko, Sinterskoj mafiji, jer je sve u njegovim rukama.Trazimo da se Vlast umesa u svoj posao! Dosta je bilo krvi i zaradjvanja novca preko leseva zivotinja.

Uvedimo Zakon o Sterilizaciji  i Cipovanju Vlasnickih pasa. Neka Lokalne Samouprave umesto na ubijanje i ujedanje gradjana, tako ogroman novac preusmere na izgradnju i odrzavanje Azila u Gradovima i Regijama!

Several Balkans states are now seeking either full membership (Accession) to the European Union (EU), or are attempting stronger links with the EU.

These include:  Republic of Macedonia,  Montenegro,  Serbia,  Bosnia
and Herzegovina,  Croatia and Kosovo.

Serbian Animals Voice (SAV) has been campaigning for the improved welfare of Balkans animals for several years.  We have extensive experience and data relating to the terrible daily suffering inflicted on animals, despite existing Balkan states national legislation which should legally prevent much of this.  There is very little evidence to show political and municipal authority enforcement of animal welfare legislation. %u2013 details of this on a %u2018nation by nation%u2019 basis can be seen via our site at http://serbiananimalsvoice.wordpress.com/

In October 2009, SAV wrote to Commissioner Olli Rehn; EU Commissioner for Enlargement, expressing our deep concerns regarding an apparent lack of existing national animal welfare legislation implementation and enforcement by governments throughout the Balkan states.

We have expressed our concerns to the Commissioner, that even when provided with such evidence, clearly showing extreme animal abuses, nothing with regard investigation and prosecution is being followed up by the Balkans authorities to press charges; to enforce (the) often existing national animal welfare legislation.  In Serbia for example, the Public Attorney appears to be dismissing all evidence provided by animal welfare campaigners; instead, they themselves are themselves being accused of obstructing them (the Public Attorney) from getting on with their legal work.

In our letter, we have reminded Commissioner Rehn that (on his website) his very own words declare:

The European Union currently has 27 Member States. The Western Balkan countries, Turkey and Iceland may also join once they meet the conditions for membership. The aim of enlargement is simple: to extend the area of peace, stability, democracy and the rule of law, and prosperity and well-being throughout Europe. 

We draw particular attention to the statement by Commissioner Rehn of - democracy and the rule of law, as it is felt that despite Serbian animal welfare campaigners providing large amounts of evidence to Serbian legislators, no action appears to ever be taken by Serbian authorities to apply the rule of law, a fundamental condition necessary for EU membership.

If no action (in the form of prosecutions against animal cruelty) is being shown to be taken by Serbian legislators following the production of evidence and documented requests by animal welfare campaigners, then we declare that Serbia is not meeting some of the necessary and fundamental aims of EU enlargement with regard showing the implementation of both democracy (ie. requests by animal welfare campaigners) and the rule of law (ie. by not prosecuting perpetrators of causing animal suffering), even when evidence is provided. 

As a consequence, Signators of this petion request that Commissioner Rehn now fully investigates if there is actually any animal welfare legislation enforcement by Balkans states requiring EU membership prior to them being granted official EU membership.  Or is animal welfare legislation implementation simply being ignored.

We request the implementation of democracy and the rule of law for all animal welfare issues within Balkans states at all times prior to their EU Accession.  Where this is not happening, we rquest the EU demands it prior to accession.
