Solve don't just treat the mental health crisis-step decreases in benefits

Social security and medicare have seen huge increases in those seeking benefits due to mental illness. The Affordable Care Act recently provided critical coverage to millions more who suffer from moderate to server mental illness through Medicaid expansion.
Currently there are hard income cutoff points that disproportionatley effect people suffering from mental illness who may be able to earn $40,000 one year and $0 the next. It is sad to see a great part-time employee say he can't work anymore that week because it would put his government benefits at risk.
Please support a system that allows people with documented long term mental illness to gradually transition out of social security/ medicare/medicaid by supporting a system that gradually decreases benefits, increases co-pays, and provides the beneficiary with the peace of mind that they are free to go out and earn as much as they can and still have a trampoline to fall back on.
