California Department Of Correction Officers Can Be Sentenced To Spend One Year Or Less In Jail For Sexual Abusing And Inmate, But According To The California Penal Code 264 Civilian(Regular People) Committing The Same Offense Can Get From 3-8years In Prison And Have To $2,000 To $25,000.

Make Correctional Officer's, Who Commit Crimes Like This, Have To Register Lifetime, As Sex Offenders, Under Megan's Law. 

Also, Allow Prisoner's Who Are Being Sexually Abused, An 800 Number Monitored By An Outside Agency, Where They Can Call And Report The Abuse, Possibly, A News Hotline Phone Number.
