Return SC bear cub back to the ABR(Appalachian Bear Rescue)

1. what has happened - female bear gone to zoo while siblings went to rehabber,
2. the state pf SC says the female was in rough shape and needed to be stabilized,
3. zoo says cub is now thriving,
4. state needs to have professional rehabber or veterinarian with rehab experience assess the cubs ability to be rehabbed,
5. SC has no professional rehabbers but clearly respect ABR as they gave the two siblings to ABR
6. therefore ABR rehabbers/vets need to be invited to state zoo to make a determination on the cubs ability to enter into rehab program
