Chesapeake Appalachia has revised their application for the Cutrone Withdrawal Site. The new docket will be available to view at: www.state.nj.us/drbc/.

Overwhelming evidence and much science now exists that the type & scale of gas drilling proposed for this region - made possible by total federal deregulation - is a danger to the public health, causes contaminated drinking water, carcinogens in the farmland and food chain, torn-up roads, air pollution, plummeting home values, and noise polution.

Dear Commissioners,
 
We the under signed are very concerned that water will be withdrawn from the West Branch of the Delaware River in Wayne County, PA for natural gas drilling. The flow of the West Branch is regulated by New York City for water supply and some releases are made to protect the West Branch and the main stem, which begins where the East Branch joins just south of the proposed withdrawal location.  It is difficult enough to keep a healthy flow in the river; there are already lots of competing interests regarding flow management. Fresh water is needed by people for water supply and fish, wildlife and aquatic life cannot exist without a healthy flow regime.  
 
Until the Commission completes a build-out analysis of the full impacts of water withdrawals and pollution inputs for natural gas extraction, it is premature for the Commission to approve withdrawals.  How much water will be needed ultimately by all gas development projects in the Upper Delaware River Watershed? What will these water withdrawals do to the water supply and aquatic life that rely on these waters? How will the exceptional water quality of this part of the river be impacted by the withdrawal, compounded by the input of pollution from gas development projects? This proposed docket forecasts over a 10 year period%u2014how will this withdrawal impact the region, compounded with other projects%u2014over that time?
 
Executive Director Carol Collier has issued a Determination in May 2009 that natural gas extraction has the potential to have substantial impacts on the Special Protection Waters of the Delaware River, which includes the West Branch. But how will those impacts be measured so that harm can be averted? What is the %u201Csafe yield%u201D of the River? Will we sacrifice our water quality and volume for the development of natural gas? Until you have studied the ultimate build out of what is expected and how that will impact our precious resources, it is wrong to approve this application.
 
Please postpone action on this Application until you complete a build-out analysis of gas development.  Thank you for protecting the Delaware River! Our voice is representative of the world as this is and will become a pressing issue for many worldwide.

When did we become so desperate for natural gas that poisoning our drinking water was acceptable? The energy companies cannot drill in the millions of square miles of the Alaskan wilderness because it is ILLEGAL. They cannot drill with 50 miles of shore of the Gulf of Mexico because it is ILLEGAL. Then why can they drill for gas 200 feet, sometimes as close as 80 feet from our homes? I urge you in the strongest terms not to permit Chesapeake Appalachia, or any other company, to withdraw a million gallons of water a day or more from the Delaware River for gas drilling. This clean and pristine drinking water belongs to the people of Pennsylvania and is critical to our life, health and well-being. It is a public trust and must be protected at all costs. Furthermore, it is utterly outrageous that these gas and oil companies have been exempted from crucial federal regulations that protect the health and safety of our citizens, such as the Safe Drinking Water Act, the Clean Water Act, the Clean Air Act or any other Act of Congress enacted to protect the public. It is not surprising that Dick Cheney was behind this sinister legislation! It is a very sad commentary that Congress, too, has so little regard for the citizens and the public trust they are elected to serve! This unconscionable exemption must be overturned and repealed, as quickly and expeditiously as possible, before any more people are harmed or killed by the irresponsible and downright predatory, sociopathic behavior of these companies and the corrupt politicians that have sold us all out to do their bidding for campaign cash. It is truly shameful that our elected "public servants" even have to be told to do this, as if they did not know that it was wrong when they originally supported such heinous legislation. The drinking water for my family comes from a pure, artisian well aquifer. This irresponsible and totally unregulated and unmonitored drilling is a serious threat to the health of my family and many others! Allowing these money-grabbing companies to degrade and deplete the Delaware River threatens the future health of all Pennsylvanians. And we are not even 'permitted' to know the toxic contents of the "proprietary" drilling fluid being used to pollute our drinking water??! Absolutely unbelievable!! Incumbents beware: any politician who has jeopardized the health of their constituents by supporting this travesty who does not act to rectify this situation, now, will be the target of a massive campaign to remove him/her from office. This is not a threat, it is a promise! Our rivers are not for sale - and neither will we allow our rivers and aquifers to be polluted and degraded by any industry, person or other entity, for ANY purpose.

I grew up on the Delaware River. In a very personal way, I still think of it as "my" river. The Middle Delaware is protected under the Scenic Rivers program, but the surrounding watershed must also be protected. We are aware of the Governments involvements in Aiding and Abetting these criminals who will risk the lives of millions of Americans to fatten their wallets. Please do not allow oil and gas companies to move forward with drilling until the proper oversight by the EPA has been reinstated. I strongly believe that these companies should not be exempted from the clean water act, the clean air act, or any other guidelines that other businesses must abide by. The upper Delaware River has never been polluted and is a vital ecosystem and provides drinking water to millions. Why would we let these companies tamper with it in order to make themselves a profit? They must have oversight.
