Stronger leash laws to protect all animals and their owners

I live in a apartment complex and have two small dogs. Although right now there is no strict leash laws and only the building owner can enforce leashes on the animals which is fine and all unless you have someone living there that could care less. I feel no matter what a dogs personality is owners should have them on a leash or in proper enclosed area. I am stating this because say your dog doesn't like other dogs ok well if an unleashed dog comes up on your dog and yours is leashed who's responsible or if you have small dogs like I do and yours is on a leash and a much larger dog runs up even if it is in a playful manner and accidentally hurts them who's responsible. It just irritates me how there can't be more strict leash laws on top of having to worry about your dogs you have to worry about the other dogs because you simply just never know. Stricter leash laws would also prevent lost dog,dogs hit by cars and stolen dogs because you have a close eye on your dog and have them in a controlled situation. If you feel there should be stricter leash laws in Gloucester county to protect dogs please sign. Thank You
