Calling All Students From HUFS!

Petition For International Students
While this petition is focused on international students, it is for the rights of all students of Hankuk University of Foreign Studies(HUFS). HUFS has been disregarding our needs as student’s of its school. With a lack of English-based courses under several departments many students cannot take the required amount of credits they need to graduate.
One of the biggest offenders of this is Business Administration, this department has as many Foreigners as Koreans but with the high demand of classes conducted in English, many foreigners cannot enroll in time to a class and the seats are mostly taken up by Korean students.
The problem with this is that International Students in Business Administration are not required to have Korean language proficiency when entering the school so most of them do not know Korean and cannot take the available class in Korean even if they wanted or need the course. On top of that the major does not offer enough classes in one course for all the students to take. Two to three classes will be conducted in Korean and one to sometimes two classes in English. It is presumed that HUFS thinks Korean students will take classes in Korean, which has not been the case. Because taking classes in English instead of Korean looks better on a Korean’s Resume. This is of no fault to the Koreans for wanting a better resume but is of the school for not seeing the need to take action and comply.
No matter which track a student takes within HUFS, everyone needs to fill thirty-two credits for Liberal Arts. However, it is difficult to take enough credits in Liberal Arts to even complete this requirement. Either some courses in liberal arts are for certain students only or the because HUFS does not provide enough liberal art classes in English for students to complete their credits required. In Liberal Arts’ communicative language classes are three credits but International Students are not allowed to take them. Because of this we are left with a huge gap of credits available for us to complete compared to other students.
For important matters like mandatory class change, graduation requirements, change in the school system credits, etc. HUFS does not announce or notify the students in a orderly manner. While the main website for HUFS (that is in Korean) is updated regularly, HUFS’ website for International Students is hardly ever updated. When International Students go to their department office for help, they are often refused and not given an explanation as to why. Too often students have gone to the OISS or their department office to receive help and have no questions answered nor get the help they need, at times students are even told to ask a friend instead of the office, this is not professional and show a lack of competence from the office.
On the non academic side, International students have been facing discrimination in the school from other Students. Considering HUFS is about “one world” and “globalization” this is very ironic. International Students are openly not accepted into several school clubs and some clubs that do accept foreigners do so with a grain of salt and complain about having foreigners in their club. Another case of terrible discrimination is a major not accepting other student not “full-Korean” to participate in their MT. This includes International Students as well as mixed race Koreans or Korean who grew up overseas.
In conclusion, change has to be made. International Students are feeling discriminated and disrespected, the University needs to make more strides to make all students included. The International Students request an open meeting with the President of HUFS, where students can express their issues, ask questions, and finally receive some answers. If HUFS refuses to acknowledge or address this letter than an official complaint letter will be filed against the school.
한국외국어대학교 외국인 유학생 탄원서
비록 이 탄원서는 외국인 유학생들에게 집중 되어있지만 이는 한국외국어대학의 모든 학생들의 권리를 위한 것입니다. 외대는 우리들의 학생으로서의 필요를 계속 무시해왔습니다. 학교 내 여러 학과들은 영어로 진행되는 강의가 부족함으로 많은 외국인 유학생들이 졸업을 위한 충분한 학점수를 이수하지 못하고 있습니다.
이와 같은 상황의 최대 가해자는 경영학과입니다. 경영학과 내의 한국인 학생수 와 외국인 유학생수는 비슷하지만 원어강의들의 수요가 높기 때문에 수강좌석이 대부분 한국인 학생들로 차며 수많은 외국인들이 시간내로 수강신청을 못하게 됩니다.
이에 대한 문제점은 경영학 전공인 외국인 학생들에게 입학요건 중 한국어능력시험 성적이 없었으며 한국어를 잘 구사할 수 없기 때문입니다. 이러한 이유로 수강신청이 가능한 한국어로 진행되는 강의가 있어도 수강하지 못하게 됩니다. 이에 더해 경영학과는 모든 학생들이 수강할 수 있을 만큼의 좌석을 충분히 제공하지 못한다는 점입니다. 동일한 과목의 한국어 강의는 두세개가 있는 반면 영어로 진행되는 것은 한 두개뿐입니다. 이를 보아서 현재 학교당국에서 한국인 학생들은 오직 한국어로 진행되는 강의에 수강할 것이라고 생각하는 것 같지만 대다수의 한국인들은 이력서에 포함하기 위해 영어혹은 원어강의를 더욱 많이 듣고 있습니다. 하지만 이는 이력서를 위해 노력하는 한국인 학생들의 잘못이 아니며 이러한 상황을 보고도 아무런 조치를 취하지 않고 방관하고 있는 학교당국의 잘못입니다.
소속되어 있는 트랙에 상관없이 모든 외대생들은 32 이상의 교양과정 학점을 이수해야 됩니다. 그러나 이러한 요건을 충족하기 위한 충분한 교양학점을 이수하는 것 자체가 매우 어렵습니다. 이에 두가지 이유가 있는 하나는 몇몇 교양강의들은 특정한 학생들을 위해서만 개설되어졌다는 점이며 두번째는 학교가 졸업학점을 이수하기 위한 영어로 진행되는 교양수업을 충분히 제공하지 않고 있다는 것입니다. 또한 교양과정에 포함되어 있는 실용 외국어 강의들은 3학점 이수가능한 과목이지만 외국인 유학생들이 수강을 못하게 되어있습니다. 이러한 이유로 외국인 학생들은 다른 학생들에 비해 이수할 수 있는 학점수가 많이 제한됩니다.
필수강의 변경, 졸업요건, 학교 시스템 변경 등 중요한 사항들을 재학생들에게 공지를 질서정연한 방식으로 하지 않습니다. 또한 학교 홈페이지는 자주 업데이트 되지만 한국외대 외국학생용 사이트는 업데이트되는 경우가 굉장히 드뭅니다. 이에 더해 외국인 유학생들이 도움을 찾기 위해 자신들의 학과실에 가도 바로 설명없이 바로 거부당하는 것이 일상이 되었습니다. 유학생들은 자신들의 학과사무실과 국제학생지원팀을 방문하여 도움을 청해도 아무런 질문도 응답 못하고 심지어 필요했던 도움도 못 받게 됩니다. 때로 학과사무실과 학생지원팀에서 학생들에게 사무실 말고 친구에게 물어보라고 하는 행동도 합니다. 이는 학과실들과 학생지원팀이 전문적이지 않다는 것과 학과실과 무능하다는 것을 분명히 보여줍니다.
학생생활 측면에서 외국인 유학생들은 교내에서 다른 학생들로부터 차별을 받고 있습니다. 이는 한국외국어대학교가 “하나의 세계” 그리고 “세계화”를 지향하는 것을 감안하면 상당히 아이러니한 상황입니다. 외국인 유학생들은 공개적으로 여러 학교 동아리에 가입이 못하게 되어있으며 외국인들을 가입시킨 동아리들 내에서도 외국인이 있다는 점에 대한 불평이 잦습니다. 학생 차별의 또다른 심각한 예는 학과들이 순한국인이 아닌 학생들을 MT에 참가 못하도록 하는 것입니다. 여기에 한국인 혼혈인과 재외교포도 포함 되어있습니다.
결론적으로는 반드시 학교내의 변화가 있어야 합니다. 수많은 한국외국어대학교의 외국인 유학생들이 차별을 받았다는 것, 경시되었다는 것을 표하고 있으며 모든 외대생들이 소속감을 느낄 수 있도록 학교당국의 노력이 필요합니다. 외국인 유학생들은 한국외국어대학교 총장님과의 공개집회를 요청합니다. 이를 통해 학생들의 이슈들을 나누고 학교에 대한 중요한 질문을 하고 대답 받을 수 있겠습니다. 학교당국에서 이 편지의 내용을 인정하지 않거나 아무 조치를 취하지 않을 경우에 학교에 대한 공식항의서를 제기할 것입니다.
为留学生的请愿书
虽然这份请愿书专注于留学生，但它是为了韩国外国语大学所有学生的权利。 留学生作为外大的一份子 HUFS一直在无视我们学校学生的需求，由于个别专业缺少英语授课课程 许多留学生无法及时获得毕业所需的学分。
其中最严重的就是工商管理专业（经营系），这个专业的留学生跟韩国学生一样多，但是由于英语课程的需求很高，许多外国人不能及时申请到 而且大部分都被韩国学生填满。
这样做的问题是，工商管理专业的学生在被录取的时候不需要具备韩语能力，因此很多留学生不懂韩语，而专业课里 同一个课程 只有一个到两个是英语授课 大部分都是韩语授课，这是外大以为韩国学生会申请韩语授课的课程的原因 而事实却相反，因为申请英语授课课程在韩国简历上会更好。 这不是韩国学生的错 而是韩国外大没有及时看到留学生的需要 或在了解到这样的情况后没有采取相关的措施与改进。
在外大不论任何专业 每个学生都需要32个教养课程的学分 但是现有的教养课程有很多是根据专业限制其他专业学生，还有一部分留学生不能申请，而且没有足够的教养课程是英语授课。因为这些原因 比起一般韩国学生 留学生经常很难凑满32教养课程学分。
对于重要事项，如毕业要求，更改专业必修课程，学校学分更改等， 外大没能有效的进行公告。虽然外大主页（韩语）有在定期更新，但留学生使用的网站几乎没有更新过。当留学生直接到系办公室或 留学生支援中心办公室询问时，时常遇到拒绝帮助留学生的情况 在问题没有得到解答与没有得到他们需要的帮助 有时甚至被告知询问其他人或朋友，这样的做法非常不专业 并且显示了办公室的无能。
在非学术方面，留学生在学校面临其他学生的歧视。考虑到HUFS是关于“一个世界”和“全球化”，这是非常具有讽刺意味的。留学生公开不被几个学校社团录取，有些社团即使接受留学生，却抱怨外国人在他们的社团。另一个非常糟糕的歧视案列就是留学生 不能参加各自所在的专业MT 这里甚至包括韩国混血与在国外长大的韩国人仅仅因为他们不是“纯韩国人”。
总结来说，外大必须做出一些改变，留学生感到受到歧视与不被尊重。学校需要更加努力 让所有学生感觉到是这个学校的同等的一份子。 留学生要求与韩国外国语大学校长公开会面，学生可以自由的提出问题 最后得到一些答案，如果外大拒绝承认这些问题或对此公开信做出回应 我们将向学校提交正式投诉信。
