Town of Vinton, Va allow more than 2 pets if cared for properly

I believe the residents in the Town of Vinton, Va should be allowed to have more than the 2 pet limit if they can provide records of them being spayed or neutered and vaccines up to date. There are many rescues in the area who need fosters for their animals and with the town limits, it makes it difficult for fosters to step up.  The Town also urges people to adopt, but once again due to limits makes it difficult. As I stated above I am saying only responsible owners (ones who are trying to stop overpopulation by the spay and neuters and keep vaccines utd) should be given this privilege.
