Land Titles Not Issued unless connected to Electricity Grid!

Help Change Legislation that controls Australian Councils unnecessary Charges, High Rates & Councillors overpayment for the honor to assist in the local Community. We want to generate our Own Electricity and Collect our own Water yet the council will not allow us a Title to our new Subdivision unless we are connected to the water mains and Electricity Grid. We do not need either. Why do we in the country get charged water rates when we collect our own Water, and why are we charged rubbish collection when we do it our self through recycling. why are there charges for beautification when council do nothing yet poisen planted beautification projects done by owners?

Australian Council Reform! Contact your Parliamentarian. Unnecessary unaccounted charges are forcing people from there homes with the hikes in Rates and other unwarranted Charges. eg rainwater tank and been charged water bill? Does Council have Authority to deny title because you want to go Solar?
