STOP ILLEGAL OPEN SLAUGHTER OF COWS IN SOUTH INDIA AND WEST BENGAL

Thousands of malnourished, mistreated cows are openly slaughtered in public view illegally and unethically every day in Kerala and West Bengal. The cruel process of transporting malnourished, unhealthy cows for early morning slaughter for food is the worst form of human activity one can undertake. Infirmaries as required under section 35 of the Prevention of Cruelty to Animals Act, 1960 and SPCA's should be set up in all over India as per section 3 of the Prevention of Cruelty to Animals (Establishment and Regulation of Societies for Prevention of Cruelty to Animals) Rules, 2001, as demanded by the founder Chairman of PFA Haryana Naresh Kadyan, representing the UN affiliated OIPA in India....









 Abhishek Kadyan, Media Adviser of OIPA in India / HAWO of AWBI / Member, District Public Relation and Grievance Committee (Govt. of Haryana) moved campaign. 
It would be pertinent to mention here that PFA Haryana moved PIL in the High court at Chandigarh many years back, which was cine die and now Naresh Kadyan will join hunger strike on July 25, 2012 for animals in Delhi. Many animals and birds are being killed due to heat stroke in India, due to nonfunctional SPCA's / Infirmaries effected animals are not treated, care and sheltered, AWBI reconstituted with the three representative of SPCA, Noida, Chandigarh and Chennai, Are these SPCA's are constituted as per section 3 of the said legislation, might be not?
so we are requested to the Hon'ble Chief Justice of the Supreme Court of India / Delhi High Court to treat this mail as PIL to give natural justice to the animals. Animal Welfare Board of India was set up in 1962 but till date golden jubilee year of AWBI, SPCA's and Infirmaries are not properly set up nor functioning in India, valid SPCA's representation be given in AWBI, why it is happening and who is responsible?
The Govt. of India issued notification the Prevention of Cruelty to Animals (Establishment and Regulation of Society for Prevention of Cruelty to Animals)Rules, 2001. As per section 3 of this notification no SPCA have been set up by the Government of Delhi after a long period. So the UN affiliated the International Organization for Animal Protection - OIPA in India have decided to sit on hunger strike with the Anna team on July 25, 2012, if Delhi Government failed to setting up SPCA for each District in Delhi, besides it as per section 35 of the Prevention of Cruelty to Animals Act, 1960 no infirmaries are also set up to keep animals during court trials, animals are being shifted towards slaughter houses under very heavy stress, pain and injury with out pre transport permit as required under section 96 of the Cattle Transport Rules, 1978 amended in 2001.
All Slaughter houses are also violating the Rules introduced by the Govt. of India in 2001, oxytocin injections are also misused for lactation, which violated the section 12 of the PCA Act, 1960 and 100 ampules production is banned in India. Abhishek Kadyan, Hon. Animal Welfare Officer of AWBI offer his service to work with the Govt. of Delhi to serve animals.
Complaint No. 91213550379 dated June 17, 2012 has been lodged by the Naresh Kadyan with the Govt. of Delhi.
