"I want to have dinner with my Mom on her birthday."

Divorced parents who have children together need to work together.  My daughter wants to have dinner with me, her Mom, on my birthday.  A simple request, right?  It's simple for me when I extend extra time every year for our child to see her Dad on his birthday.  We both have certain times we see our daughter on her birthday.  But our daughter is not allowed to see me on my birthday.  We have been asking for months for this request and her Dad still refuses or ignores us.  Is this really too much to ask?  By allowing the small things in life, can mean the most to someone, such as having a quick dinner with her Mom to say, "Happy Birthday.'
