Help sad dogs be out of there tiny little cages

On my street Ramble Woodtrail there are no dogs aloud. I love dogs and I always love to help an animal out of a cage. I have tried to have a dog before but the president of my street threatened to fine my mom 15 dollars a day! Crazy.Please help me get a dog out of a tiny cage and in to a nice, warm, loving home. Please!
