Stop Noise Pollution caused by Train Switches within Stonegate Community

The Stonegate community has been a wonderful development to live in and has been gaining popularity within the city of Des Plaines as a great place to live by commuters. However, the constant and increased noise caused by the trains switches, at all hours of the day and night, are detracting from the positive reasons for living in this development. It is common knowledge within the real estate business that extreme noise pollution, whether from a factory, traffic or trains directly negatively affects the surrounding property values. The residents of Stonegate have suffered long enough and something needs to change, especially knowing that the FRA has made it possible, through the establishment of a Quiet Zone, for local governments and municipalities to virtually eliminate all of the noise pollution caused by the damaging sound levels of the train when passing through. Now would be an ideal time to petition for sound barriers and or better technology that would reduce the amount of noise caused by the parallel train switches and tracks.
There are numerous studies showing the detrimental effects of noise pollution on the community as well as individuals. Stonegate already has numerous ordinances in place that attempt to limit the use of noise pollution against its residents, Stonegate has a quiet zone time to limit the use of power machinery during certain evening hours, additionally there are ordinances that govern the playing of excessively loud music, and of dogs constantly barking.
Although not necessary to go any further, It has been well documented and researched to the benefits of a full night sleep and the harms that lack of sleep can cause the human body and mind. The following link, http://bmb.oxfordjournals.org/content/68/1/243.short is just one example of the numerous articles and studies done on how sleep deprivation can impair your mind and body; how lack of sleep can impair ones judgment, actually causing more accidents and more illness. During sleep and rest the body fights infection, illness and other ailments and regenerates the mind. Therefore, places of healing like hospitals, elderly care centers, safe houses, churches and most importantly your home need to have an environment, among other things, that are conducive to restful sleep to help people heal from their ailments and illness.
For reference, Stonegate has over 264 units and over 500 residents. Over a 24 hour period, 4+ trains per hour can be heard crossing over the loud switches. Given there are three track with three switches within less than a half mile proximity there can be trains heard crossing over the switches multiple times per hour, were counted throughout the day and night. The duration and constant pounding of the trains on the switches echos off of the buildings within Stonegate amplifying the noise making it a challenging environment for sleep, healing, working and the overall quality of life. We would like to have City Council make it a priority to eliminate the noise pollution caused by the train switches either through sound barriers or newer technology and making the switches and trains quieter.
