WE THE UNDERSIGNED DEMAND THAT ALL ANIMAL RESCUES/SHELTERS BE REGULATED BY THE GOVERNMENT

Under present legislation, animal rescue centres are not regulated by any local or government authority.

Apart from 'guidance' covered by Animal Welfare legislation covering pet welfare and animal cruelty as part of the Animal Welfare Act 2006 under which powers exist for secondary legislation and codes of practice to be made to promote the welfare of animals there is nothing in place that can prevent any person or persons setting themselves up and calling themselves a 'rescue' whether is it breed specific or open to all breeds and mix breeds.

Without regulations to adhere to these places, can write their own rules. The may charge a fee to take the animal into their care, but they will indeed charge a rehoming fee that has been known to be up to £350.

Considering that in most cases, no actual rescuing, in the accepted sense of the word takes place. Most of the animals are 'handed' over, the term 'rehoming' is a misnomer for selling or dealing.

There have been cases of 'rescued' animals being bred from and the resulting litters sold at a handsome price; usually several hundred pounds each. Worse still there have been reports of litters being provided to puppy farms. So please remember that ALL legit rescuers do not EVER increase the pet population by adopting out ANY breedable dogs of any age.

To make matters even worse, false charities go hand in hand with these set ups. Usually asking the public to help financially by donating the money to help fund the operations and increase the profits. Not only are these donations line the pockets of the operators but they are kept from genuine rescues who really, genuinely need financial help to carry out the wonderful work that they do.

The last thing you want to do as someone trying to save lives by adopting is to put money in the hands of these puppy dealers trying to take advantage of your good intentions to help a dog in need by posing as a fake shelter or rescuer.

it is, therefore, the purpose of this petition to demand that the government set out clear legislation and codes of practice that will be carefully monitored to prevent fake rescues setting up and make them accountable for their actions.

The RSPCA in response to an enquiry regarding the regulations of shelters, rescues and shelters stated "RSPCA Inspectors adhere to the law. Animal sanctuaries are unregulated, but we believe there should be standards."
