Stop horses from being sent to slaughter from Delta and Evangeline Downs

BOYD GAMING WHO OWNS DELTA AND EVANGELINE DOWNS HAS A LOOP HOLE IN THEIR ANTI-SLAUGHTER POLICY WHICH ALLOWS A TRAINER THAT SHIPS IN TO NEVER GET IN TROUBLE IF THEY SEND A HORSE OFF TO MEXICO FOR SLAUGHTER. This loop hole needs to be closed and the athletes of horse racing deserved to be protected and treated better.
