back in 2009 there was a device/service called Flo TV which offered Live TV without downloading or buffering which was like cable/satellite tv but worked like a mobile network, then in 2010 they wanted to shut it down and later sold to AT&T in 2011.,
now personally when i had the device and service it was the absolute best thing at the time and one of a kind, i could just turn on and tune in in just seconds and its much better then video streaming on mobile networks even in 2018,
with enough support and interest we could get something just like the old flo tv system again possibly with lte broadcast or re-inight forward link only technology
