Make Matthew a higher admin.

Matthew is a pretty good admin. He's on a lot, he's nice, he helps on the forums, he doesn't abuse his powers, and he doesn't like to play God with his admin commands. Matthew is probably the most popularizes admin on Blayze and deserves at least a larger fraction of the admind power from Jack and nxtboyIII.
