It's time for "LITTERBUGS" to have accountability: F.D.L.E. & citizen involvement!

Littering by boaters/drivers and pedestrians on land or sea, is unacceptable; who's in ?  Are you sick of seeing fast-food bags discarded, cigg-butts dumped/flicked/ thrown OUT at traffic lights? And how about the tops of new cigg packs dropped 5ft. from the trash receptacle just outside the store? Drink bottles along roadside/gutters and public sidewalks? Trash receptacles are available-people are just not held accountable for NOT using them (littering). Who can develop an app for citizen involvement to arrest/cite/document littering? Is there a hard-to-find citizen citation form for this? Think of the revenue from fines and the decrease in public svc.costs by HOLDING LITTERBUGS ACCOUNTABLE! Keep it in your posession until LEGAL/PROPER DISPOSAL is possible.....Vamos!
