Stop drug users or people who have been convicted of using drugs from owning any animal

With the ever increasing drug problem the amount of cruelty cases are increasing against animals, particularly dogs, people taking drugs are incabable of looking after animals, plus drugs can people make violent and psychotic, dogs in particular are being neglected , beaten and tortured, PLEASE HELP TO STOP THIS.
